Resolved merge conflict in requirements.txt

fixed the protobuf package to v3.20.0 to avert dependency issue with etcd3
fixed error by locking version of protobuf: https://stackoverflow.com/questions/72441758/typeerror-descriptors-cannot-not-be-created-directly
